Investing in the bioeconomy for the France of 2030

A bioeconomy strategy and action plan

In 2017, France adopted a strategy to structure the development of the bioeconomy for the next 20 years. It is the result of work carried out by the ministries in charge of agriculture, the environment, the economy and research, as well as contributions from all stakeholders (upstream and downstream economic players, public institutions, researchers, civil society, etc.). Becoming a world leader in the sector: this is the objective of the national strategy, which is set out in an action plan for operational deployment of the bioeconomy in France.

  • Recognise the leading role of the bioeconomy in value creation in France
  • Affirm a territorial vision of the bioeconomy that helps create local jobs
  • Strengthen France’s attractiveness and make it the European leader in the bioeconomy

  • Bridging the innovation gap between research and the market
  • Develop consumer and industrial demand

B4C support:

Aligned with the national bioeconomy strategy, B4C is mobilising its expertise to drive the resulting action plan forward, through its involvement in the national steering committee. B4C is involved in the preparation of the 2nd national action plan and has carried out a mission for the Ministry of Agriculture to collect and analyse the priorities of national bioeconomy stakeholders.

In the wake of France Relance, France 2030

In 2020, when the France Relance plan was presented, the State showed its determination to invest exceptionally and massively in the bioeconomy sectors. Three acceleration strategies, at the heart of the 4th “Programme d’Investissements d’Avenir” (PIA4), have been launched for a total of €1.3 billion:

  • €880m benefits the “Sustainable agricultural systems and agricultural equipment contributing to the ecological transition” and “Sustainable and health-friendly food” acceleration strategies
  • 420 million to the “Bio-based products and industrial biotechnologies – Sustainable fuels” strategy

Announced in October 2021 and endowed with €30 billion, the France 2030 plan pursues the Government’s strategy in favour of investment, innovation and reindustrialisation. Its main feature is to target resources on strategic sectors in terms of technology and sovereignty.

  • .3 billion euros for agricultural and food transitions, to invest in future solutions in order to accelerate the deployment of the 3rdagricultural revolution, that of life and knowledge in the service of our food sovereignty

B4C support:

B4C has been involved with the government since the definition of the bioeconomy strategies for the France Recovery Plan and France 2030. In this capacity, it participated in the identification of technology-intensive emerging markets, representing more than €1.5 billion in medium-term industrial investment projects. Today, Bioeconomy For Change is supporting the State in implementing the France 2030 measures in the territories, in order to create value and jobs.

Some examples:

  • Existence of a Technical Inter-Sector Commission dedicated to the bioeconomy within France Agrimer. It brings together players in the French agriculture, fisheries and aquaculture sectors, and aims to facilitate knowledge of the sector
  • Implementation of actions to promote public ordering of bio-based paint and detergent products. An experimentation that is part of the national strategy dedicated to biobased products
  • Deployment of parallel national strategies related to the production of bioresources, their mobilisation, their use and environmental issues: plant protein plan, national biocontrol strategy, national low carbon strategy, etc.

B4C’s involvement:

  • B4C chairs the Bioeconomy CTI of France Agrimer
  • B4C is a partner in the initiative to promote the public ordering of bio-based paint and detergent products
  • B4C involved in the Strategic Committees of Sectors (CSF): Food, New Energies, Chemicals and Materials
  • Various missions such as the production of an investor’s guide, shedding light on the potential of the bioeconomy
